PRESENT: Councillor P. Palmer (Chair), Councillor S. Bennison, Councillor K. Brent, Councillor D. Brooks-Horn, Councillor K. Morris, Councillor D. Strassberg Councillor F. Vissel and Councillor A. Zbik.

 

ALSO PRESENT: General Manager, Executive Manager – Corporate Services, Executive Manager – Environmental Services, Executive Manager – Open Space & Urban Services, Executive Manager – Human Services, Coordinator – Strategic Planning.

 

DECLARATIONS OF INTEREST:

 

Councillor Brooks-Horn declared a significant, non-pecuniary conflict of interest in relation to ‘Rotary Request for Financial Support due to the Cancellation of the 2020 Rotary Fair due to COVID-19’, as he is a member of the Rotary Club. He indicated he will vacate the meeting and not debate or vote on the matter.

For service to the hospitality industry, and to culinary tourism.

For significant service to pharmaceutical education, and to community health.

Councillor Bennison informed Council of the passing of the Mayor of Cobar Council, Councillor Lilliane Brady.

 

Councillor Bennison welcomed Councillor Brooks-Horn back to Council after his absence for his nuptials to his now wife, Alicia Brooks-Horn.

Notice of Motion - Extending the Lane Cove River Ferry Service to Lane Cove West

RESOLVED on the motion of Councillors Zbik and Vissel that Council write to Transport for NSW, NSW Minister for Transport and Roads and NSW Member for Lane Cove requesting that options be considered to extend the Lane Cove River Ferry Service to Burns Bay.

Matter Arising

RESOLVED on the motion of Councillors Bennison and Brooks-Horn that Council:-

1.         

1.    In the first instance contact Tribal Warrior and advise them of the pending tender of the ferry service to our LGA; and.

2.    Advise Tribal Warrior that should they tender for the ferry service that Lane Cove Council would assist their application pursuant to our Reconciliation Action Plan.

Notice of Motion - Bob Campbell Oval Masterplan - Sharing Information with the Community

RESOLVED on the motion of Councillors Vissel and Zbik that Council provide to the community via the Council website, as and when they become available, the design detail for the Bob Campbell Oval Master Plan and all technical and environmental reports (including the Review of Environmental Factors) relating to the project.

Notice of Motion - Proposal to Establish a Council Owned Charity

RESOLVED on the motion of Councillors Bennison and Brooks-Horn that the General Manager prepare a report for a Councillor Workshop containing the following information:-

1.    The best structure for a Council owned charity for necessitous groups commencing with Women Children First operations in Lane Cove;

2.    Draft constitution and outline whether there are other charities Council can be partnered with to support Women Children First?;

3.    Estimated establishment and annual ongoing costs; and

4.    Details of revenue/expense cycles for a transaction.

Notice of Motion - Improving the Financial and Social Sustainability of Golf in Lane Cove

RESOLVED on the motion of Councillors Brooks-Horn and Bennison that subject to receipt of a formal proposal from the Golf Club for the future operations of the course, that:-

 

1.         The General Manager meet with the Club to discuss a strategy for implementation of the above changes; and

 

2.         A report come back to Council with the details of the proposal, the results of the meeting outlining the structure, including but not limited to, changes in revenue sharing arrangement, public booking times and the proposed start date of the new arrangements.

Notice of Motion  -  Long Term Traffic Modelling - Pathways Development

RESOLVED on the motion of Councillors Bennison and Brooks-Horn that:-

  1. The report on the options to ameliorate the traffic impacts of the proposed Pathways development also address the proposed 266 Longueville Road development, the proposed Sports and Recreation facility and current zoning for the area; and

 

  1. The report include the imminent works to upgrade the Blaxland Corner intersection, including the new right-hand turn lane from Longueville Rd into River Rd West.

Lane Cove Golf Course Deliberative Engagement on Future Use - Stage 1

RESOLVED on the motion of Councillors Palmer and Strassberg that Council endorse the proposal to proceed with a Stage 1 deliberative democracy / engagement process with a remit that seeks to determine what the best use(s) of the outdoor areas on the (Lane Cove Golf Course) site would be to meet community needs now and in the future.

 

For the Motion were Councillors Palmer, Strassberg, Brent, and Zbik (Total 4).

Against the Motion were Councillors Bennison, Brooks-Horn, Vissel and Morris.(Total 4).

 

The voting being equal, the Mayor exercised her casting vote in favour of the Motion and declared it carried.

 

 

Public Art in the Lane Cove Village

RESOLVED on the motion of Councillors Brent and Vissel that Council:-

1.   Reaffirms the first two resolutions passed at the 21 September, 2020 meeting of Council:-

a.    Undertake a Village Public Art Program as outlined in the report; and

b.    Utilise Section 67 of the Local Government Act, Private works to implement the program at no cost to property owners for the works, as the Art will be of benefit to the broader community by improving the amenity of the area.

2.    The Councillor appointed to the Public Art Committee and the Internal Public Art Committee guide the project; and.

3.    Approves the works to commence in accordance with Section 67 of the Local Government Act once artists have been selected and the works approved.

Birdwood Lane DCP (post-exhibition)

RESOLVED on the motion of Councillors Strassberg and Brent that Council adopt the Development Control Plan amendment includes as (AT-1) for ‘Locality 6’ in DCP Part D: Commercial Development and Mixed-Use Localities, with site specific controls under Birdwood Lane Area.

Lane Cove's Progressive Energy and Water Use Targets

RESOLVED on the motion of Councillors Zbik and Strassberg that:-

1.   The report be received and noted; and

 

2.   The actions outlined in the report be adopted and incorporated into the 2020-2021 Delivery Program and Operational Plan.

 

For the Motion were Councillors Palmer, Strassberg, Bennison, Brent, Brooks-Horn, Vissel, Zbik and Morris (Total 8).

Ausgrid Community Solar Battery

RESOLVED on the motion of Councillors Brent and Strassberg that:-

 

1.   The report be received and noted; and

 

2.   A further report be presented to Council when Ausgrid finalise their community solar battery program, and there is opportunity for the Lane Cove Community to participate in the program.

Increasing BASIX Targets

RESOLVED on the motion of Councillors Vissel and Palmer that:-

1.   The report be received and noted and;

 

2.   Council receive a further report on the revised Design and Place State Planning Policy (SEPP) upon its release.

Rotary request for financial support due to the cancellation of the 2020 Rotary Fair due to COVID-19

RESOLVED on the motion of Councillors Bennison and Strassberg that Council defer consideration to providing an amount of $13,550 to the Rotary Club of Lane Cove to support for local projects to the Councillor Workshop and the future location of the village fair also be discussed, including the cost of the Traffic Management Plan implementation.
