Notice is given of the Ordinary Council Meeting, to be held in the Council Chambers on Monday 17 February 2020 commencing at 7:00pm. The business to be transacted at the meeting is included in this business paper.

Council Meeting Procedures

 

The Council meeting is chaired by the Mayor, Councillor Pam Palmer. Councillors are entitled to one vote on a matter. If votes are equal, the Chairperson has a second or casting vote. When a majority of Councillors vote in favour of a Motion it becomes a decision of the Council. Minutes of Council and Committee meetings are published on Council’s website www.lanecove.nsw.gov.au by 5pm on the Thursday following the meeting.

 

The Meeting is conducted in accordance with Council's Code of Meeting Practice. The order of business is listed in the Agenda on the next page. That order will be followed unless Council resolves to modify the order at the meeting. This may occur for example where the members of the public in attendance are interested in specific items on the agenda.

 

Members of the public may address the Council Meeting on any issue for a maximum of 3 minutes during the public forum which is held at the beginning of the meeting. To speak at a public forum you must register your details with Council by 5:00pm on the day of the Council meeting at which you will be speaking.  All persons addressing the Meeting must speak to the Chair. Speakers and Councillors will not enter into general debate or ask questions.

Executive Summary

 

Council has received initial feedback from the Greater Sydney Commission on its Draft Local Strategic Planning Statement, prior to its Assurance Panel review.

 

The Commission has requested some minor amendments which do not change the policy direction of Council. The initial amendments (shown in AT-1) are supported by the Greater Sydney Commission.

 

Council is requested to grant the General Manager delegation to make these minor amendments. Any further amendments following the Assurance Review Panel, will be reported to Council for determination.

 

Discussion

 

The Greater Sydney Commission contacted Council and requested the amendments shown in AT-1 to be made prior to Council’s Assurance Review Panel. The amendments are minor in nature and only seek to clarify Council’s adopted positions – which are supported.

 

Council must grant the General Manager delegation in order to make these changes. However, any further amendments from the Assurance Review Panel would still be reported back to Council at its March Council meeting, in accordance with Council’s resolution on 3 February 2020.

 

Conclusion

 

The proposed amendments requested by the Greater Sydney Commission are supported as they do not change Council’s policy direction or adopted positions. Council is therefore requested to grant the General Manager delegation to amend the Draft Local Strategic Planning Statement as shown in AT-1.

 

 

RECOMMENDATION

 

That Council grant the General Manager delegation to amend the Draft Local Strategic Planning Statement as stated in AT-1, for submission to the Assurance Panel Review.
