PRESENT: Councillor P. Palmer (Chair), Councillor S. Bennison, Councillor K. Brent, Councillor D. Brooks-Horn, Councillor F. Vissel and Councillor A. Zbik.

 

ALSO PRESENT: General Manager, Acting Executive Manager – Corporate Services, Executive Manager – Environmental Services, Executive Manager – Open Space & Urban Services, Executive Manager – Human Services, and Coordinator – Strategic Planning.

Mayoral Minute - St Leonards South Update December 2019

RESOLVED on the motion of Councillors Palmer that:-

1.   The Mayoral Minute be received and noted; and

2.   The proposed timing for consideration of the outcome of the Strategic Review be endorsed.

Orders Of The Day

Councillor Vissel commended staff on their efforts in organising the bushcare Christmas party and the overall bush regeneration program. The Mayor commended Councillor Vissel on her 25 year involvement in bushcare.

Draft Community Participation Plan - Post Exhibition

RESOLVED on the motion of Councillors Bennison and Brent that Council:-

1.   Receive and note the report;

2.   Adopt the final amended Community Participation Plan attached at AT-1; and

3.   The Community Participation Plan be forwarded to the Department of Planning, Industry and Environment.

RESOLVED on the motion of Councillors Zbik and Brent that:-

1.  Council staff investigate and report back to Council the adoption of a standardised graphic in all communications to residents to represent and explain the current status of any planning application in the planning process; and

2.  A report be prepared and presented no later than April 2020 to Council outlining how point 1 above may be implemented.

Finalisation of the Review of Ward Boundaries

RESOLVED on the motion of Councillors Brooks-Horn and Bennison that:-

1.    Council adopt the proposed Ward boundary adjustment shown as attached at AT-            1; and

2.    The revised ward boundary adjustment be submitted to the NSW Electoral             Commissioner and Australian Bureau of Statistics.

Delegation of Authority During Christmas Recess

RESOLVED on the motion of Councillors Brent and Zbik that subject to the provisions of Section 377 of the Local Government Act, 1993, Council appoint a Committee comprising of the Mayor and the General Manager, or in their absence a delegate of the Mayor and/or the person acting as General Manager, to deal with and determine, urgent matters arising during the Council recess until 17 February 2020, in such cases applying Council’s policies, or where no such policies exist, exercising due caution.
