Minutes

 

PRESENT: Councillor P. Palmer (Chair), Councillor S. Bennison, Councillor K. Brent, Councillor D. Brooks-Horn, Councillor D. Strassberg Councillor F. Vissel and Councillor A. Zbik.

 

ALSO PRESENT: General Manager, Acting Executive Manager – Corporate Services, Executive Manager – Environmental Services, Acting Manager – Open Space and Urban Services, Executive Manager – Human Services.

APOLOGIES  

Apologies be received on behalf of Councillors D. Hutchens and K. Morris.

RESOLVED on the motion of Councillors Brooks-Horn and Zbik that the apologies be accepted and leave of absence be granted.

 

For the Motion were Councillors Palmer, Bennison, Brent, Brooks-Horn, Strassberg, Vissel, and Zbik (Total 7).

Against the Motion was Nil (Total 0).

 

OPENING OF MEETING WITH PRAYER

The meeting was opened with a prayer by the General Manager.

SUSPENSION OF STANDING ORDERS

RESOLVED on the motion of Councillors Brooks-Horn and Strassberg that Standing Orders be suspended and that members of the public who wish to address Council be allowed to do so for a maximum of three minutes.

 

For the Motion were Councillors Palmer, Bennison, Brent, Brooks-Horn, Strassberg, Vissel, and Zbik (Total 7).

Against the Motion was Nil (Total 0).

 

PUBLIC FORUM

David Lloyd of Greenwich regarding drought relief.

 

Lisa Perry of Greenwich regarding gift cards and St Leonard’s South Update.

 

Jacky Barker of Lane Cove regarding Council contacting non-residents for the customer satisfaction survey, Riverview shops petition and more police presence in Lane Cove.

 

Procedural Motion

RESOLVED on the motion of Councillors Palmer and Zbik that members of the public who have not registered be given 2 minutes to speak.

 

For the Motion were Councillors Palmer, Bennison, Brent, Brooks-Horn, Strassberg, Vissel, and Zbik (Total 7).

Against the Motion was Nil (Total 0).

Reg Miu on recognising the passing of Doug Stuart and drought relief.

RESOLVED on the motion of Councillors Strassberg and Brent that Standing Orders be resumed.

 

For the Motion were Councillors Palmer, Bennison, Brent, Brooks-Horn, Strassberg, Vissel, and Zbik (Total 7).

Orders Of The Day

 

Councillor Brooks-Horn raised awareness of the Rotary Club of Lane Cove’s involvement with assisting drought affected communities including members of Rotary opening up their homes to drought affected families for short term use.

Notice of Motion - Assistance to Regional NSW impacted by drought conditions

 

MOTION

 

A Motion was moved by Councillors Bennison and Brooks-Horn that Council:-

 

1.   Agrees to support the communities of Gunnedah and Cobar LGA by asking residents to purchase either VISA/Mastercard debit cards, Lane Cove Gift Card or IGA gift cards and leave them at Council to provide to the respective Council for distribution via local charities to those in need in the Gunnedah and Cobar Local government areas;

 

2.   Advise the Mayors of Gunnedah and Cobar of what our community is planning and confirm and finalise any operational issues;

 

3.   Email to all the mayors of metropolitan councils a copy of the motion and ask that they also develop a similar strategy to assist regional NSW councils;

 

4.   Write to the President of Local Government NSW, Linda Scott, and advise her of what Lane Cove Council’s strategy is, and ask that she support the strategy in her next newsletter;

 

5.   Develop a marketing plan and official launch date to commence as soon as possible;

 

6.   The General Manager prepare a report for the February 2020 Council Meeting advising how many gifts were purchased by the community and any other correspondence that he may have received.

 

7.   Donate $5,000 to support the communities of Gunnedah and Cobar.

 

8.   Advertise the proposed donation for a period of 2 weeks and subject to no objections being received Council make the donation. 

 

 

Amendment

An Amendment was moved by Councillors Zbik and Vissel that Council:-
