PRESENT: Councillor P. Palmer (Chair), Councillor S. Bennison, Councillor K. Brent, Councillor D. Brooks-Horn, Councillor K. Morris, Councillor D. Strassberg, Councillor F. Vissel and Councillor A. Zbik.

 

ALSO PRESENT: General Manager, Executive Manager – Corporate Services, Executive Manager – Environmental Services and Coordinator – Strategic Planning.

APOLOGIES  

Apologies were received on behalf of Councillor D. Hutchens.

RESOLVED on the motion of Councillors Brooks-Horn and Bennison that the apology be accepted and leave of absence be granted.

 

For the Motion were Councillors Palmer, Bennison, Brent, Brooks-Horn, Strassberg, Vissel, Zbik and Morris (Total 8).

Against the Motion was Nil (Total 0).

OPENING OF MEETING WITH PRAYER

The meeting was opened with a prayer by the General Manager

SUSPENSION OF STANDING ORDERS

RESOLVED on the motion of Councillors Brent and Brooks-Horn that Standing Orders be suspended and that members of the public who wish to address Council be allowed to do so for a maximum of three minutes.                   

 

For the Motion were Councillors Palmer, Bennison, Brent, Brooks-Horn, Strassberg, Vissel, Zbik and Morris (Total 8).

Against the Motion were Nil (Total 0).

PUBLIC FORUM

Stefan Miller of Lane Cove, supporting the proposed changes to the LEP due to the opportunities it provides for the supply and range of housing for older people.

 

Helen Prifti of Lane Cove, suggesting Council look at a broader zoning review to support medium density housing.

 

Merri Southwood on behalf of the Greenwich Community Association, suggesting Council not lock into other housing targets until the impact of the Medium Density Housing Code is understood.

 

Corrine Fisher of Lane Cove, outlining that the previous proposed changes to the Environmental Planning and Assessment Act were designed to make medium and high density complying development, and should be opposed due to impacts including loss of trees and vegetation.

 

Susan O’Neil of Lane Cove, opposed to further increased density due to  negative impacts on the community and infrastructure.

 

Guy Hallowes of Lane Cove North, opposed to Medium Density Housing Code due to the lack of infrastructure and other impacts.

 

Ron Gornall of Lane Cove, opposed to further increased density due to  negative impacts on the community

 

RESUMPTION OF STANDING ORDERS

RESOLVED on the motion of Councillors Brent and Brooks-Horn that Standing Orders be resumed.

Further Report - Response to New Medium Density Housing Code

RESOLVED on the motion of Councillors Bennison and Vissel that Council submit a Planning Proposal to prohibit the land use ‘multi dwelling housing’ in the R2 Low Density Residential zone, along with removing all supporting height and floor space ratio controls that restrict development to a single storey development.

 

For the Motion were Councillors Palmer, Bennison, Brent, Brooks-Horn, Strassberg, Vissel, Zbik and Morris (Total 8).

Against the Motion were Nil (Total 0).
