Council Meeting Procedures


The Council meeting is chaired by the Mayor, Councillor Win Gaffney. Councillors are entitled to one vote on a matter. If votes are equal, the Chairperson has a second or casting vote. When a majority of Councillors vote in favour of a Motion it becomes a decision of the Council. Minutes of Council and Committee meetings are published on Council’s website www.lanecove.nsw.gov.au by 5pm of the Thursday following the meeting.


The Meeting is conducted in accordance with Council's Code of Meeting Practice. The order of business is listed in the Agenda on the next page. That order will be followed unless Council resolves to modify the order at the meeting. This may occur for example where the members of the public in attendance are interested in specific items of the agenda.


Members of the public may address the Council Meeting on any issue for a maximum of 3 minutes during the public forum which is held at the beginning of the meeting. All persons addressing the Meeting must speak to the Chair. Speakers and Councillors will not enter into general debate or ask questions.

ITEM 1:                    3 SECOND AVENUE, LANE COVE


The Mayor welcomed all present and requested the Executive Manager – Environmental Services to provide an overview of the 82A Application as it applied to the site.  The applicant was invited to address councillors and it was noted that although the height and perimeter structures were not certified by a land surveyor they were accepted as indicative of the proposed application being considered.


The Committee noted the request of the neighbour (5 Second Avenue), Mr. Stubbs, that he be provided the opportunity to view and comment on the latest plans.  The Committee also noted the comments of the neighbour at No.1 Second Avenue raising no objection to the proposal.


The Committee viewed the indicative height and perimeter structures from the foreground and front dwelling steps of No.5 Second Avenue.

Reintroduction of Special Use Zonings

Noting that the Department of Planning has made significant alterations to it's policy on Special Use Zones (SUZ) in approving LEP's, and is recommending SUZ protecting schools, transport and other key community infrastructure sites be retained, it is important that Council urgently apply to the DoP Gateway to reinstate the SUZ for schools, and other community land and infrastructure sites, lost in the recent LEP 2009.





That Council take all steps to amend the current LEP to reinstate 'Special Use Zones' for all schools and other key community land and infrastructure sites (hospitals etc)' in the Lane Cove Local Government Area.
