Council Meeting Procedures

 

The Council meeting is chaired by the Mayor, Councillor Win Gaffney. Councillors are entitled to one vote on a matter. If votes are equal, the Chairperson has a second or casting vote. When a majority of Councillors vote in favour of a Motion it becomes a decision of the Council. Minutes of Council and Committee meetings are published on Council’s website www.lanecove.nsw.gov.au by 5pm of the Thursday following the meeting.

 

The Meeting is conducted in accordance with Council's Code of Meeting Practice. The order of business is listed in the Agenda on the next page. That order will be followed unless Council resolves to modify the order at the meeting. This may occur for example where the members of the public in attendance are interested in specific items of the agenda.

 

Members of the public may address the Council Meeting on any issue for a maximum of 3 minutes during the public forum which is held at the beginning of the meeting. All persons addressing the Meeting must speak to the Chair. Speakers and Councillors will not enter into general debate or ask questions.

Item 1 – 71 Northwood Road, Northwood

 

Present:          Clr. W. Gaffney (Mayor), Clr. P. Palmer (Deputy Mayor), Clr. S. Bennison,

Clr. R. Tudge, Clr. K. McIlroy, Clr. S. Forrest and Clr. I. Longbottom

 

Apologies:       Clr. D. Brooks-Horn and Clr. A. Smith

 

Councillors heard from the applicant/owners and objectors and viewed the site from 75A Northwood Road and 69 Northwood Road.  The applicant provided confirmation that the erected height poles were correct.

 

Concerns expressed by stakeholders included:-

·     view loss;

·     overshadowing;

·     privacy;

·     building setback and first floor deck setback; and

·     first floor deck greater than 3m wide.

 

Item 2 – 11 Kellys Esplanade, Longueville

 

Present:          Clr. W. Gaffney (Mayor), Clr. P. Palmer (Deputy Mayor), Clr. S. Bennison,

Clr. R. Tudge, Clr. K. McIlroy and Clr. S. Forrest

 

Apologies:       Clr. A. Smith, Clr. D. Brooks-Horn and Clr. Mcilroy who left prior to the conclusion of the meeting.

 

Councillors viewed the site and heard from the applicant and various stakeholders about their concerns including the:-

·     Broad agreement to delete the top hat architectural feature by adjoining owners;

·     desire for the building to be lowered further, notwithstanding the compliance with the DCP; and

·     agreement by the owner of 14 Kellys Esplanade to the draft conditions relating to the pool and related retaining wall.  A prepared statement was read by Mr. Mason.

 

The applicant advised councillors he has lodged an appeal with the Court.  Councillors also viewed the site from No.9 Kellys Esplanade.

 

Councillors concluded the Inspection Committee  at approximately 12 noon.

 

RECOMMENDATION

 

That the minutes of the Inspection Committee held on 5th June 2010 be received and noted.
