PRESENT: Councillor W. Gaffney (Chair), Councillor S. Bennison, Councillor D. Brooks-Horn, Councillor S. Forrest, Councillor I. Longbottom, Councillor K. McIlroy, Councillor P. Palmer, Councillor A. Smith and Councillor R. Tudge.

OPENING OF MEETING WITH PRAYER

 

The meeting was opened with a prayer by Pastor Simon Ambler, Christian City Church.

 

DECLARATIONS OF INTEREST:

 

Councillor Smith declared a pecuniary interest in Human Services Divisional Report No. 15 - Lane Cove Aquatic Leisure Centre  as her nephew is currently employed by Blufit Pty Ltd who run the Centre.  She indicated she would not discuss or vote on the item.

 

Councillor Brooks-Horn declared a pecuniary interest in Environmental Services Divisional Report No. 11 - Access To Private Roadways By Council's Waste Contractors as his girlfriend owns a property at 25 Best St.  He indicated that he would not take part in discussion or vote on the item.

 

Councillor Bennison declared a non pecuniary interest in Human Services Divisional Report No. 12 - Financial Assistance To Community Groups 2010 To 2011 as he and his wife are members of the Lane Cove Residents for Reconciliation Group.  He indicated he would take part in discussion and vote on the item.

 

Councillor Longbottom declared a non pecuniary interest in Human Services Divisional Report No. 12 - Financial Assistance To Community Groups 2010 To 2011 as he is on the board of the Lane Cove Community Aid.  He indicated that he would take part in discussion and vote on the item.

RESOLVED on the motion of Councillors Gaffney and Palmer that the late item, Human Services Division Report No. 15 be dealt with as a matter of urgency.

SUBJECT: Financial Assistance to Community Groups 2010 to 2011

It is recommended that the Council close so much of the meeting to the public as provided for under Section 10A(2) (a) of the Local Government Act, 1993, on the grounds that the matter will involve the discussion of personnel matters concerning a particular individual; it further being considered that discussion of the matter in open meeting would be, on balance, contrary to public interest by reason of the foregoing as Financial assistance is used by some organisations for the employment of staff and therefore disclosure of funding arrangements is not in the public interest.

RESOLVED on the motion of Councillors Tudge and Bennison that Council:-

                         

1.       Resolve into Closed Committee to consider business identified, together with any late reports tabled at the meeting.

                

2.       Pursuant to section 10A(1)-(3) of the Local Government Act 1993, the media and public be excluded from the meeting on the basis that the business to be considered is classified confidential under the provisions of section 10A(2) as outlined above.

                

3.       The correspondence and reports relevant to the subject business be withheld from access to the media and public as required by section 11(2) of the Local Government Act 1993.

David Feather, Vice President Lane Cove Tennis Club, spoke to Council about the history of the club and its ability to provide assistance to other community groups.

 

Garry Butler, President Lane Cove Tennis Club, spoke regarding the clubs funds and the allocation of these towards maintaining the facility.

 

Warren Welsh, of the Lane Cove Tennis Club, spoke regarding the clubs financial inability to donate funds to other community groups and expressed concern for the future of the club.

 

Daniel Yin, Treasurer of Lane Cove Tennis Club, spoke with regards to the clubs income and expenditure.

Motion

 

A motion was moved by Councillors Forrest and Palmer that:-

 

  1. Council proceed with the installation of additional Access and Services Maps within the Lane Cove Village in existing notice boards;

 

  1. A report be brought back to Council on the development of a Municipal wide signage strategy incorporating a suite of signs with common elements or themes, and with funding options for the strategy; and

 

  1. Council continue discussions with the Lane Cove Chamber of Commerce but not proceed with any further advertising in the Lane Cove Market Square Car Park at this time.
