Council Meeting Procedures

 

The Council meeting is chaired by the Mayor, Councillor Win Gaffney. Councillors are entitled to one vote on a matter. If votes are equal, the Chairperson has a second or casting vote. When a majority of Councillors vote in favour of a Motion it becomes a decision of the Council. Minutes of Council and Committee meetings are published on Council’s website www.lanecove.nsw.gov.au by 5pm of the Thursday following the meeting.

 

The Meeting is conducted in accordance with Council's Code of Meeting Practice. The order of business is listed in the Agenda on the next page. That order will be followed unless Council resolves to modify the order at the meeting. This may occur for example where the members of the public in attendance are interested in specific items of the agenda.

 

Members of the public may address the Council Meeting on any issue for a maximum of 3 minutes during the public forum which is held at the beginning of the meeting. All persons addressing the Meeting must speak to the Chair. Speakers and Councillors will not enter into general debate or ask questions.

Executive Summary

 

As part of the approval process for the Market Square Car Park, Fabcot Pty Ltd (Woolworths) are required to have an approved Carpark Management Plan.

 

This report provides additional information from Woolworths in response to the Traffic Committee recommendations in relation to regulatory signage, advisory signage and modifications to the entry and exit arrangements necessary to allow Council to manage the car parking area.

 

As the additional information needed review by the Traffic Committee, Woolworths signage plans and amendments required by Council officers were provided to the members of the Traffic Committee (RTA, Police and State Member) for review and comment.

 

The Market Square Car Park will operate as a regulated parking area in accordance with the submitted plans and minor amendments detailed in this report, until paid parking is implemented in 2010.

 

 

Background

 

As the consent provided for 2 hours free parking, the Market Square Car Park will  operate initially as a regulated parking area with 2 hours parking on Levels 1 and 2 (Upper and Entry levels)and 3 hours on Level 3 (Lower level).

 

Condition 23 of consent DA 264/04 required the developer to submit a Carpark Traffic Management Plan. This matter has previously been considered by Council at its Services & Resources meeting of 2 November 2009.

 

This report updates the Carpark Traffic Management Plan to include the regulatory signage, advisory signage and modifications to the entry and exit arrangements.

 

 

Discussion

 

The Traffic Committee members have been provided with the Market Square carpark and associated signage package including the regulatory signage, advisory signage and modifications to signage and the entry and exit arrangements recommended by the Manager Traffic in association with senior staff.

 

Woolworths have agreed to amend their plans and update the Carpark Traffic Management Plan to comply with RTA’s issues. The RTA issues include:

 

·     "Extend the pedestrian crossing pavement markings through the 'refuge' island and ensure that the whole splitter island is constructed with SM type kerb". (Entry layout plan)

·     "The 'Way Out' signage should direct drivers all the way to the exit".

·     "The 'No Stopping' signs indicated are not used in NSW and should be the standard R5-400 signs".

·     "All signage should be installed either flat against columns or walls or with adequate head clearance to reduce the risk to pedestrians".

 

Attachment 1 includes the above changes being made to the Carpark Traffic Management Plan with respect to the regulatory signage, advisory signage and modifications to the entry and exit arrangements.

 

 

Conclusion

 

As this is largely procedural, and in line with the Traffic Committee’s previous recommendation, it is proposed that the General Manager be given delegated authority to approve the Lane Cove Market Square Traffic Management Plan once amended by the changes listed in Attachment 1.

 

 

 

RECOMMENDATION

 

That:-

 

  1. Council provide delegated authority to the General Manager to approve the amended Lane Cove Market Square Carpark Traffic Management Plan, dated 8 January 2009 submitted by Masson Wilson Twiney subject to incorporation of the amendments set out in Attachment 1 with initial management based on regulated parking.

 

  1. When Council approves amendments to its fees and charges for paid parking in the Lane Cove Market Square Carpark, the Carpark Traffic Management Plan be modified for paid parking as outlined in Attachment 1 of the report to the Traffic Committee Meeting on October 2009 with appropriate signage.
