Executive Summary
Council at it’s meeting of 5 November 2007 resolved as
follows:
“That:
1. The
matter be deferred to the next Council meeting and an independent arborist’s
report be obtained by Council. Such
report to include any requirements for the retention and protection of the tree
if necessary.
2. A
review of the application and neighbour’s compliance with the conditions of
consent that were designed to protect the tree.”
Copy of the original report attached (AT2).
The independent Arborist (Urban Tree Management)
inspected the site and provided the attached
report (AT1) at 3pm Monday 19
November 2007. The independent
Arborist’s Senior Consultant, Mr Laurie Dorfer, concluded:
“Conclusion
The tree was assessed and currently
determined to be in fair condition with low vigour, and appeared structurally
sound and stable.
A large volume of fine roots have
been removed reflecting the current condition and vigour.
The durability of the taxa, with
amelioration works immediately implemented as prescribed should enable the tree
to re-establish roots and maintain a medium to long term life expectancy.
The current condition is likely to
be temporary, with such expected to improve throughout the coming growing
seasons providing the amelioration works are implemented.
Arboricultural monitoring should be
undertaken every 3 months during construction works and annually post
development for 2 years. Additional
works are to be implemented as per the recommendations made upon those
inspections.”
That Council consider the report and conclusions of
Senior Consultant Arborist, Mr L Dorfer from Urban Tree Management and
determine the matter. |
